Toronto's municipal government has frequently been criticized for lacking a coherent plan for the city's architecture and infrastructure. Development is haphazard, with little commitment to protecting historic streetscapes and little vision for evolving neighbourhoods. But it is unfair for local politicians to shoulder all the blame. When they do attempt to manage growth in a responsible fashion, they are all too often steamrollered by an unelected and unaccountable quasi-judicial provincial body - one for which developers always seem to be on the side of the angels.
