There has been no shortage of plans to redevelop Toronto's Union Station. Previous proposals included glass-covered pedestrian "moats," new stores and even a boutique hotel or office tower. Mayor David Miller produced yet another vision this week. It is a sound plan that calls for construction of an underground shopping concourse beneath the station's rail lines as well as improved access to station platforms, especially for GO Transit riders. What is still missing is what has been lacking all along – money for the project and a private-sector investor who will do what the city wants. With that in mind, commuters can be forgiven for some skepticism about this next big hope for Union Station.
