The stated goal is to make minimal interventions that make the square work better as a meeting place. To that end, this team proposes an arboretum on the west side of the square that incorporates the statue of Winston Churchill and an expanded Peace Garden shifted from the east side. There are also "green" initiatives, including solar panels on the roofs of city hall, as well as pedestrian-friendly access to the podium of city hall.
