Nasty battle over docklands

It's called the "jewel in the crown," a strip of choice waterfront land along Lake Ontario, running from Jarvis to Parliament Sts. When you look south from Queen's Quay, it doesn't seem like much of a gem. It's rather scruffy, in fact, with a mishmash of buildings and empty spaces: a Cinespace film lot, the Waterside Sports Club's big bubble, the offices of Canpar ("the packaging people"), the Royal Canadian Yacht Club parking lot and a sign for Yankee Lady yacht charters.
