If there was any doubt that Toronto is its own worst enemy, just look at the waterfront. Despite the enormous potential of revitalized dock lands, the whole project is bogged down by turf wars and political pettiness of the worst sort. This will all become painfully clear tomorrow at a meeting of the board of the Toronto Waterfront Revitalization Corp. (TWRC), the agency created four years ago to oversee the redevelopment of the city's vast harbour lands. This is a meeting that shouldn't be happening, a meeting that could undo several years of planning and undermine a process without which the waterfront is doomed to fail.
