John Campbell heads the agency charged with taking back the waterfront for the people of Toronto. As such, he hopes to take a giant step forward today toward making that happen on a small strip of land along Lake Ontario east of Yonge St. Unfortunately, the odds are against him. Instead, a meeting at the downtown Hilton set to examine the plan of Campbell's agency — the Toronto Waterfront Revitalization Corp. (TWRC) — is more likely to descend into the murk of two competing views of what should be done with the land. That will likely further stall any chance that ground will be broken any time soon on any plan to do anything.
