Toronto's noisiest anti-skyscraper protest so far this year, all to do with a proposed residential development on the northeast corner of Bloor Street West and Bedford Road, has ended without any real winners. After a summer of deal-making among protesters, politicians, city officials and developers, there was, however, an apparent winner: the Annex Residents Association (ARA). The citizens' group proved it has the muscle to force prominent investors (H&R Developments and Lanterra Developments, in this case) to redraw a proposed design. On paper, the victory may seem impressive. One tower in the two-tower condominium scheme has been lopped off, and replaced by a 10-storey pavilion. The tall stack has been trimmed to 32 storeys from 34. The number of residential units has been downsized to 308 from 399.
