Renewal that won't fight city hall

Despite its often difficult relationship with architecture, Toronto has done extraordinarily well with its city halls. Old City Hall, E.J. Lennox's 1899 masterpiece, remains a formidable presence on the skyline. And what can one say about Viljo Revell's splendid 1965 New City Hall except that it's one of the best pieces of architecture in these parts? But now that the civic complex is turning 40, it has become the subject of much discussion. Specifically, people are wondering whether Nathan Phillips Square needs a makeover. The short answer is: No, definitely not.
