Heritage bill passes, but who will pay?

Cities and towns across Ontario have won the legal right to stop developers and renovators damaging or destroying buildings with heritage value, but a huge question remains -- who will pay to maintain the buildings that heritage activists argued successfully are essential to the whole community? Bill 60, which amends the Ontario Heritage Act to give municipalities and the province the right to halt demolitions rather than just postpone them, sailed through third reading in the Legislature last week with all-party support and an applauding throng of spectators.
