Toronto's waterfront hasn't moved, but the chances of its revitalization seem to grow more distant everyday. Tonight, respected Boston-based urban planner Fred Koetter will present the latest plan for the East Bayfront: the area extending roughly from Bay to Parliament Sts., and from Lake Ontario north to the Gardiner. Koetter, who has worked around the world, was hired by the much-beleaguered Toronto Waterfront Revitalization Corp. two years ago. He will propose a scheme that includes a 19-metre-wide public promenade along the water's edge, mixed-use development along Queens Quay E., as well as major cultural facilities and parks.
