The city's dream of waterfront regeneration is fast turning into a soggy nightmare. While the three levels of government dither, their agencies are undoing important work undertaken by the Toronto Waterfront Revitalization Corp. The already complex situation has grown decidedly Byzantine during the last few months, months when the corporation has been handcuffed by the long delayed review of its governance structure. That report, mandated when the agency was created three years ago, was to have been released this summer. Still, no one has seen the document. Basically, it is expected to examine whether the agency has the powers needed to oversee the revitalization of Toronto's long-neglected waterfront. For example, it will look at whether the corporation has the necessary control over the land in question and whether it should be able to negotiate deals and borrow money.
