The Quartier des spectacles, known for its varied functions as a centre for community, student, and artistic life is considered to be a cultural hub, but one in need of strategic planning. A Quartier des spectacles partnership (QDSP) was formed in 2003 to develop financial and other tools necessary to spur the establishment of cultural businesses, artist residencies and property access programs for all residents. On June 22 they unveiled their initial vision pursuant to a 2002 Montreal Summit that recognized the importance of improving the city's urban fabric. The QDSP is formed of 21 member organizations from the public and private sectors. Initial policy initiatives are being translated into a series of images meant to develop ideas into an eventual reality.
