When Councillor Peter Milczyn looks at Nathan Phillips Square, he sees a revered public space that has become a bit frayed around the edges. "The green spaces and walkways don't work well," Mr. Milczyn, an architect, said. "They are always a mess."The Etobicoke councillor has spearheaded a plan, recently passed by council, to open a design competition to gather ways to "freshen up" the square that fronts city hall on Queen Street West.
