From the beginning, the Canadian Museum for Human Rights has been a startling proposition: imagined and largely funded by a wealthy media mogul -- the late Izzy Asper -- rather than a sprawling, American-style lobby group; not intended solelyas a Holocaust museum but a space to recall acts of evil and reflect upon the greatest moments of humanity; a museum with big-city architectural ambitions to be set down in Winnipeg. And now comes the latest surprise: the final list in the international design competition. Saucier + Perrotte Architectes have made the cut, along with Dan Hanganu in a joint venture with The Arcop Group. Both design leads are from Montreal. The American regionalist architect Antoine Predock of Albuquerque, N.M., is also on the final list. The three have each been awarded $100,000 and two more months to refine their schemes.
