Mayor-elect David Miller may not have all the answers but he does know the questions. Foremost among them is one about who should control development in Toronto and how to improve the quality of the city's famously indifferent architecture. As it stands, city hall has surprisingly little influence over the builders who are fast changing the face of the community. Many have lamented the lack of urban design in Toronto, of course, but rarely the mayor. "It's a discussion we've got to have," Miller declares. "I think people are crying out for this debate. Urban design matters. Architectural excellence matters. Public art matters."
