Ottawa's airport authority says it managed to achieve a major overhaul using only fees charged to passengers and strategic budgeting, avoiding the higher charges to airlines that are at the heart of a dispute between hundreds of carriers and Toronto's international airport.Paul Benoit, chief executive officer of the Ottawa International Airport Authority, said it accomplished the $310-million expansion in part by using "outside of the box" techniques. The renovated complex opened for business Oct. 12. "Good architecture doesn't have to be expensive and I think we've proved that," Mr. Benoit said yesterday during an interview.
